Mamasapano encounter tells of government’s insincerity to the peace negotiations

Suara Bangsamoro expressess concern on the possible escalation into a full blown war the encounter between the elite group of the Philippine National Police the Moro Islamic Liberation Front and the Bangsamoro Islamic Freedom Force in Mamasapano, Maguindanao on January 25, 2015 should the government fallen policemen seek reprisal of the fallen policemen and possibility of the military joining the manhunt.

Suara Bangsamoro calls for a thorough investigation to the failed anti-terror operations made by the PNP-Special Action Force that led to an encounter with elements of the 105th MILF Base Command as this would affect the on-going GPH-MILF peace negotiations.

The PNP-SAF should be made to explain how the supposed serving of an arrest warrant against Jemaah Islamiyah members Basit Usman and Zulkigli Bin Hir alias “Marwan” led to an assault and raid of a community known as an MILF area in Bgy. Enog-og forcing the MILF- BIAF local command to retaliate andengage against the police operation.

Without prior information to the AFP and MILF ceasefire joint committees and even to the local PNP force, the SAF conducted its operations based on a false information of terrorist presence in the area and left several dead and wounded on both sides and scores of displaced residents.

Some evacuees have complained that their houses have been subjected to searches and strafing of bullets from the SAF and siezure of Moro men suspected of providing intelligence to the “rebels.”

Suara Bangsamoro cannot help but suspect that this police operation is part of a bigger design to muddle the on-going peace process and the deliberation of the BBL.

The decision of both Congress and Senate to postpone the hearings and the statements made by Rep. Rodolfo Biazon questioning the capacity of the future Bangsamoro government of manning their own police and military force is downright discriminatory and casting doubts whether the government is sincere in implementing the agreements they have signed in the Comprehensive Agreement on the Bangsamoro.

What is more disturbing is how the PNP-SAF were lured by false information and the million dollar bounty with every capture of a terrorist under the US government rewards for justice program. The presence of JI in the area has been a perennial intelligence report, yet no terrorist have been captured andprevious military pursuit operations only produced cases of human rights violations and numbers of displacement.

Suara Bangsamoro believes that until the government continue to adhere to the global anti-terror policy, every Moro community will always be a target, Moro men as suspects and always undermine peace efforts with revolutionary groups in Mindanao.###
